Here's an absurd fact: many government agencies receive digital form submissions, print them out, and have humans manually enter the data into their systems. This isn't a tech problem—it's an institutional problem. And it's about to get much worse.

The Coming Wave: Immigration, benefits, permits, licenses—government is about to face an unprecedented surge in applications. They desperately need AI tools to keep up, but they can't build them internally.

The Opportunity:
